Şişli trustee Cevdet Ertürkmen did not allow municipality staff
After Şişli District Governor Cevdet Ertürkmen was appointed as trustee in place of Şişli Mayor Resul Emrah Şahan, his deputies Ozan Özgür Doğru and Fatma Özlem İzol resigned from their posts.
After Şişli Mayor Resul Emrah Şahan was arrested yesterday (March 23) within the scope of the “terrorism” investigation, Şişli District Governor Cevdet Ertürkmen, who was appointed as a trustee in his place, entered the municipality building.Police raided the municipality building in the morning and searched the floors.
While the police closed the area around the municipality building with barricades and water cannons, posters of Ekrem İmamoğlu and Şahan were collected.
On the other hand, municipality staff were not allowed into the municipality building. There were also attempts to remove the council members from the municipality building.
Şahan's assistants Ozan Özgür Doğru and Fatma Özlem İzol announced that they resigned from their posts.
Nearly 100 people, including Istanbul Metropolitan Municipality Mayor Ekrem İmamoğlu, Şişli Mayor Resul Emrah Şahan, and Beylikdüzü Mayor Murat Çalık, were detained during a police raid on their homes in the morning hours of March 19.
The Istanbul Chief Public Prosecutor's Office announced in a statement regarding the detentions that there were two separate investigation files.
The Chief Public Prosecutor's Office stated that the first of the investigations was opened with allegations of " irregular tenders in municipal subsidiaries, bid rigging, qualified fraud, unlawful acquisition of personal data, and organized bribery . "
It was alleged that İmamoğlu "established a criminal organization for profit" and that he was a "leader of the organization." The allegations in question were based on İmamoğlu's term as Mayor of Beylikdüzü.
Within the scope of the first investigation, over 90 people were detained, including Murat Ongun, (İmamoğlu’s advisor and Medya AŞ manager), Necati Özkan, (İmamoğlu’s campaign manager), Tuncay Yılmaz, (İmamoğlu Construction company general manager), Can Akın Çağlar, (Istanbul Metropolitan Municipality Secretary General), Buğra Gökçe (Istanbul Planning Agency President), Murat Abbas, (Kültür İstanbul General Manager), Mustafa İlbak (İlbak Holding partner), Murat İlbak (İlbak Holding Board Chairman).
The Chief Public Prosecutor's Office announced that the second investigation was a "terrorism" investigation within the scope of the "urban agreement" made with the DEM Party in the local elections of March 31, 2024.
As part of this investigation, detention orders were issued for seven people, including İmamoğlu.
The prosecutor's office claimed that some municipal council members elected from the CHP quota and appointed deputy mayors "had connections to the organization" and that "members and sympathizers of the organization" were hired within the IMM subsidiaries İPA and BİMTAŞ.
In the second investigation, Mahir Polat (Deputy Secretary General of Istanbul Metropolitan Municipality), Resul Emrah Şahan (Şişli Mayor), Mehmet Ali Çalışkan (Reform Institute President) were detained. As part of the investigation, an arrest warrant was issued for Spectrum House Coordinator Azad Barış and HA.
İmamoğlu and his entourage were referred to the courthouse on Saturday, March 22, after a four-day detention period.
After giving their statements to the prosecutor, 48 people, including İmamoğlu, Murat Çalık, Buğra Gökçe and Murat Ongun, were sent to the Criminal Court of Peace and arrested yesterday (March 23) morning in the "corruption" investigation file. The judgeship decided to apply judicial control provisions to all 44 people.
In the "terror" investigation based on the "urban consensus", the prosecutor's request for the arrest of İmamoğlu was rejected by the judge. Şişli Mayor Resul Emrah Şahan, IMM Deputy Secretary General Mahir Polat and Reform Institute Director Mehmet Ali Çalışkan were arrested on the "urban consensus" file.
